Usually that is the case on chans, yes. But since I don't like to keep things exclusive to admins/mods that don't concern actual moderating
actions, I offer the same for regular users as well.
Generally I see anything that discerns mods from users as a bad thing, since they should be close to the regular users to keep a good exchange of
ideas and intentions and not be some kind of deity whose intentions are unclear. So ya, mods should be users, except for when they actually need to
execute a mod action, which is something that barely ever happens here anyway.
